What they should really do is give the C4/EX packs back to the ENG. Spec Ops can keep them too but really the eng should have them like in 42

I disagree. I think the C4 should stay with spec ops but the spec ops should be given wire cutters so that spec ops can remove C4 as well (pick up his own C4 or disarm/pick up the enemies C4). Same idea as the engineer having a wrench and being able to remove mines that either he or the enemy planted.

Or maybe just... say... a shovel? to like.... dig the mines up and then also to whack C4 off of tanks?

But there should be a 50/50 chance that you cut the wrong wire and BOOM

There is not a 50/50 chance that a mine blows up when an engineer is lifting it, so why should the be a 50/50 chance that a spec ops cuts the wrong wire? That's why they are spec ops... trained in the use of C4. That's the only thing that really sets them apart from an assault class. It should be both planting and disarming tho, rather than just planting. Odds are that nothing will ever change in this regard anyway.
