A question about reserved slots

I have two 32 slot servers. I've set reserved slots to 8. The way I assume it works is that if a player on the reserved slots list connects, they automatically get one of the reserved slots.

I read a nasty rumor that it does not work that way (GASP! Say it isn't so!). One person posted that it works like this: You have 32 slots with 8 of them being reserved. There are 10 players in public slots. A person on the reserved slot list connects. They connect to the public slot because the reserved slots aren't touched until (in this example) the 24 public slots are filled.

Can anyone confirm how the reserved slots work?

I believe all slots are open untill your server is filled up to your reserve capacity.

Untill then, all players joining are considered regular players, even those slots reserved for any said players on the server "reserve" list.
