Default Video Performance

Hopefully someone can shedd some light on the following:

I have a pretty good Vid card with 256 of memory and a 2.8 processor yet I still have to set the video in game to Low in order for the game not to lag. I've also seen recommendations else where is this is the prefered setting for best peformance. I guess my question is, "What the Hell?" What's the point of haveing all this hardware if it has no effect on gameplay?

Allso the amount of onboard RAM dosn't matter as much as the graphics chip. I suspect you have somthign such as a fx5200 which while having 256mb of ram is a very slow card.
