Well if it keeps the same RFA format and filestructure as BFV, it shouldnt be to hard for them to release some tools, or just mod the MDK a bit.

I seriously doupt we will see an SDK for BF 2. I wonder what makes you believe we will.

An MDK will come pretty quickly I guess to get the first Mods up and running.

an MDK will probably come with the game, like it did with BFV, but the BF seriers will never see an SDK released
