It's not totally free. From what I gather using my professional detective skills, DICE wanted the game to be completely 100% free, because they are awesome and nice. EA however, being the baby seal clubbers that they are, couldn't possibly put their name on a product that they wouldn't make money from. So they give you the base game for free and if you want to get all the cool stuff and goodies, you have to pay for them.
