You have to register with EA.com by creating an account if you haven't already done so on the website. Since the booster packs were primarily a direct-to-drive download, the download program would normally take care of the registration issue; but if you bought the CD(s) then you were require to register anew at the EA.com website. It's dumb, I know, but it did the trick for me. It should ask you for your registration ID when you install the game.

You might try searching the EA BF2 forums for more info as well. I remember there were about 6-8 threads with similar problems.
