I always thought a "sizable minority" meant more than 5 percent, but that is just me. In the BBC article they say that the weapons will be free, but if some people have uber-health/uber-armor, the weapons will still be unbalanced. So having the weapon upgrades free might be a moot point. It will be interesting how they decide to present everything, moving forward.
