One way to check if it's master server or your ISP connect to server, is, to log into EA's own custom stat site for users. If it's EA's master server down, you'll see a short statement in red that reads something like..."we are having temporary difficulties."

I did that the other week when I couldn't log onto BF2142 servers. I read EA's msg and saved me wandering around BF forums to check if others also couldn't join.
