That's just a publicity stunt. You really think Valve is just going to optimize Half-Life 2 just for ATI cards? If they do, over half the market will be getting crappy graphics.
In BFV's case, Nvidia came first and because the game was rushed ATI had to temporarily get left behind.
These deals are just who gets optimizations first and their name on the box. That's all.
